Lightroom will not open (LR5.7)

I keep getting this error message:

LR encountered an error when reading from its preview cache and needs to quit.

LR will attempt to fix this problem the next time it launches.

I have turn off my Winows 7 computer and started up LR many times and I still get this message. Please HELP!! I need LR

Delete the preview cache and try again. LR will rebuild the previews as needed.
