Is there a way to keep ALL comment bubbles open while editing a document rather than viewing them on the right of the screen?

Sorry for the delay in response. I hope you are have got an answer to this question.

There is a way, if you using windows launch Acrobat/Reader go to Edit>Preference>Commenting and check "Automatically open comment pop-ups for comments other than notes"

If you using Mac go to Adobe Acrobat > Preferences>Comments .. rest is same.
