Photoshop running slow

I purchased Photoshop a few months ago and it was working just fine. I recently installed an ssd and moved windows to it so that my computer would start up faster. I was able to figure out how to change the location where Photoshop installed, which I figured would change the scratch disk it uses, but it is still trying to use the C drive instead of the D drive. When I switch the scratch disk it runs extremely slow. Like unusable slow. If I work too much with it on the C drive it tells me that the scratch disk is full or if the canvas size is too big then I can't do anything with it.

Now I know this isn't true, and I definitely know my computer can handle Photoshop. I have a GTX 1070 GPU and an intel i7 processor. I have 16GB of RAM and 2TB of storage on my harddrive. Can anyone tell me why Photoshop is destroying the memory usage when I try to use any tools?

I have tried changing the preferences to meet a bunch of different articles standards for better performance and nothing seems to help. I have heard something about the latest update causing problems. I don't know if that is my problem though. If you need any more information to help diagnose my issue feel free to ask.

I just tried Photoshop CS6 and it works much better. Seems the newest version is buggy?
