In fact I don't know the reason. Maybe try to clean temp database and prerendered files in Preferences. And set maximum GB in RAM for Adobe Products (I suppose it'll be 3 GB). In truth it's too small capacity of RAM and Graphics RAM. Let's listen for other answers

As Disore says, 4 GB of RAM is barely enough to run After Effects. Make sure AE is set to use 3 GB of RAM in your preferences though. If you use all of it for AE, there won't be any left for your operating system or for system-based commands like the tracker. It uses external networking protocols to work (no, I don't know why) and if the system is starved of memory, it can crash when it tries to run.

Also of note, AMD processors are not officially supported for After Effects CC 2017.

You might consider installing an older version (like CC 2014) and see if it behaves better. Older versions are also included in your CC subscription. You can install them alongside the current version without issues. See this page for how to do it (it's not where it looks like it should be - there are two "previous versions" sections).
