use expression to link layer parameters by relative address?

Say you have an adjustment layer, and it contains an effect, then you duplicate it, is it possible to set the parameters of the effect to link to the parameters of the layer below/above using a relative reference like index-1 or something? curious

Also, yes, you can use layer indexes to reference layers above and below. I am currently using it in a project with the sourceRectAtTime expression to make text boxes the right size for the text layer above them.
