Text anchors not recognized when hyperlinking to them in InDesign 2017

I am using InDesign 2017 and have links at the top of the page to jump to sections. I have tried creating text anchors via the Hyperlinks panel and also as a bookmark and when I try to hyperlink the text anchors, they do not show in the text anchors drop down list. It always shows as [None]. Is there an issue or is there something I am doing wrong? The text anchors are in the spreads, the hyperlink is in the master pages in the header.

Resolved outside of the forum. Had to reinstall.
