How do I target AIR 24/25 in publish settings -> target?

The dropdown only gives me options for AIR 23.0 for Android/iOS/Desktop but I need to use the newest versions.

add a new air sdk by downloading, Find and download archived versions of Adobe AIR SDK

then extract into a folder

and then in animate>help>manage air sdk ext
