How do I do a directional blurring effect?

Sup!:)) I new using after effects, i seen a gif in internet and i want make one animation like this, anyone knows the name of the effect or can give me a link to a tutorial to make this ty! anyway:))

That's just a directional blur's intensitiy being animated, combined with some basic position animation.

I don't think there's even that much position change. I think it might just be fast blur set to horizontal and animated.
