Photoshop CC 2016 - Does anyone know why the stroke command produces 45 degree angles at the corners of a square object when applied to the outside? I have reset the tool to no avail.

What exactly are you talking about? The Layer Style Stroke (then it is as expected), the Shape Layer Stroke (then you should be able to het corners), the command »Stroke Path …«, …?

Could you post a screenshot with the pertinent Panels/dialogs visible?

1. I use the marquee to select the photo

2. Edit selected from menu bar > Stroke > 30 pixels > Outside

3. See photo for results. Stroke width does not matter.stroke.jpg

That seems to be as expected. (edited)

You may want to go with Shape Layer Strokes instead.

I cannot find on the Adobe site where it specifically states that it will make corners 45 degrees . . . and if course I can't paste the link where it doesn't say anything about the 45 angle being formed

I doubt there is a specific mention of that in the documentation, but there is no claim that it makes the corners you want either, is there?

In Photoshop you can find 'true' vector stroking that allows for sharp or rounded corners with any stroke alignment (Inner, Centered, Outer):

Hope it helps!
