"Could not complete your request because of program error" when moving multiple layers to another PS file

I keep getting this error when I try to move multiple layers to another Photoshop file open in another tab. Here are the errors I found in the PS error log

May I know the version of Photoshop you are using?

When did you start getting this error?

What is your operating system?

CC 2017, and I am on Windows 7 Professional

Does the issue occur on a specific document only? Have you tried copying other layers to a new document?

Also take a look at Could nt complete your request because source and destination files are the same
