Edge does not use Adobe technology. Save the file, open in Reader.

How do you explain that to a new visitor to your site??  And then, why would they want to be inconvenienced .  They don't care what you use they use Edge.  They don't care to be burdened by technical quirks.   They will certainly go elsewhere.  That's my (our) audience.

Then don't use a PDF file. Create a web-form.

This is a big and real problem, but you must explain it or give up. It isn't just Edge. All major browsers and mobile platforms now have non-Adobe PDF viewers built in, which do a fair job with page display and a poor-to-catastrophic job with forms. The IRS can motivate their users to do it right, but I think for most of us the day of PDF forms has gone, killed by the success of PDF.  Not everyone agrees.
