Bug: all dropdown menus lag mouseover highlight after scroll wheel

Is anyone else having this issue?

Steps to reproduce:

1. Go to any scrollable drop-down menu within InDesign. Can't be a system drop-down; has to be an InDesign one. For example, this one works:
   
   
   
   
2. Click the disclosure triangle to view the whole list.
3. While hovering your cursor over the list, use the scroll wheel a bit to navigate the list.
4. Then start moving the mouse again. There is a lag period of about a second when InDesign does not highlight list items the mouse is hovering over.

I believe I have a similar problem when it comes to hovering/selectng from the top menu items in InDesign when using the Adobe CC 2017 version. For instance, when I hover on LAYOUT, it shows the corresponding drop down menu. THen when I move my mouse over to TYPE, it shows the drop down menu for OBJECT, unless I go back to LAYOUT where it then shows the drop down menu for TYPE.

In other words, it is displaying very erratic behaviour. Selection becomes a nightmare and very time consuming to pin down the preferred selection.

Is there a way to reboot InDesign so it behaves normally?
