I need to change the footnote number 9 to 9.1 and restart the 11 to 10

No. All you can do with footnotes with a script is the exact same stuff as you can do in the interface. Individual footnote numbering is not possible in that as well.

Is this a question? No, InDesign does not have that. See the online help: Create footnotes in InDesign (it also mentions "You cannot add footnotes to tables or to footnote text").

restart footnote numbering is possible by scripting.
But it comes with the same restrictions and the same feature set like you see in the UI. And that means it is not very flexible. Don't know what your version of InDesign is, here a link to DOM documentation with InDesign CS6:

I think you cannot rely on automatic numbering or renumbering and you have to to do your numbering by changing text on the page and fake things. However if something is changing—footnote added, footnote removed—a hypothetical script should be run again for editing numbers in footnote texts and also changing the faked numbers that one can see in the main story.

Then you would work best without InDesign's footnote feature entirely.
A hypothetical script would add a second story for the footnote texts with threaded text frames at the bottom of every page when needed. The main story's text would be moved on by text wrap. The faked footnote markers would be formatted with a unique character style so that a script can identify it and it would do the numbering by changing the contents of the marked text.
