Is it possible to password protect a PDF with a basic Adobe account?

Is it possible to password protect a PDF with a basic Adobe account? If so how? If not, how do I upgrade?

What do you mean by "a basic Adobe account"? What Adobe applications do you have access to?

I have Abrobat Reader DC. When I go to "Tools" I have access to a number of the tools but the "Protect" tool give me the option to Add ​or ​Learn More.​ Neither option does anything when clicked.

No, it's not possible with Reader.

You need Adobe Acrobat Standard or Pro to do that.
