Photoshop is not opening ANY files...JPGS, PNG,PDF,PSD...you name it.

Photoshop CC (2017) opens, I see the top tool bar, but all the pulls down options are greyed out as if I haven't opened a file, the and then nothing happens. No tool pallets, and just a black background. I'm on Windows 10. How do I fix this? Photoshop is totally useless at this point...I've downloaded and I'm using GIMP which is very nice and free. Adobe In Design and Adobe Pro DC work fine.

Try resetting Photoshop Preferences.

Start Photoshop and immediately id not sooner press and hold Ctrl+Alt+Shift (Windows)  CMD+Option+Shift (Mac) If done on time Photoshop Should open a Pop_Up Dialog windows. Do you want to delete your Photoshop Preferences.  When you get that Dialog Window reply YES......

I was able to delete the Photoshop Preferences but this did not work, and photoshop is still not opening files.

I a bit confused about your system info.  You many has an installation problem/  You may want to try uninstalling. The use Adobe Cleaner and the install Photoshop. Looking at your Photoshop system info it look like you on Windows 10 however I see

I do not have a Nvidia card I have a AMD Fire Pro W4100. The reason there is no GPU on one of the screens is it plugged in to an alternate port on the back of my computer (the one that has a picture to tell you to plug your monitor in). The other screen is plugged into the video card HDMI port because I had issues with the screen turning on and off randomly...I have switch the port on my secondary screen and it now has GPU on the alternate screen.....and guess what. Photoshop now works. The alternate monitor port on the back of the computer is an HDMI port directly off of the video card. Apparently Photoshop was having a sh** fit over the Intel HD Graphics 530 handling the monitor. Go figure that nothing ever works or plays nice out of the box.

Adobe published the Photoshop can have problems when machine have two different GPU installed. Good to here you got it working.
