Path blur blue arrow is missing

Hi I can't get the path blur blue arrow to appear. I've quit it, uninstalled it, tried it on a variety of files and nada. I'm on a mac 10.12.4 and PS is 2017.1.0 The computer is less than a year old.

Oddly enough the tools seem to blur the image somewhat, it's that I am blind in doing so. Also the cursor seems to stick on one that looks like a pin.

Likely an issue with your video card. Check Preferences > Performance, do you see an option that says "Use Graphics Processor" and is it checked? If so, click the Advanced Settings button and change Drawing Mode to Basic. If not, if it is greyed out, then your video card is either not up to snuff or the driver needs to be updated.
