Making a Current PDF Searchable

Is there any way to make a document that is already a pdf searchable?

Use Tools > Enhance Scans

It may also have to do with font encoding. I sometimes encounter PDFs with incorrect font encoding and Acrobat can't search them. Custom PDF Font Encoding: Why You Should Care and What You Can Do About It
