How do I establish 16-bit mode for RWL and DNG files?

Raw files are usually 12 or 14-bit, and there is no way to change the bit depth, if that's what you're asking.

But you can export 16-bit files from Lightroom, and also do external editing in Photoshop in 16-bit, provided you have chosen 16-bit under Preferences > External editing.
