cannot reduce file size down below 100kB when exporting out of LR

i keep having an issue when i export and reduce the file size. I edit in lightroom. My original images are 2-4KB jpeg and i export them with certain dimensions (using 'short length'), watermark, and reduce their size for upload onto my blog. I like to have the images below 100kB in size for web. But lightroom won't always let me reduce to that much with the export when i have a 2000-3000kB image size to start off. How do you reduce the file size for blog upload?

Sometimes you can't reduce the file to the size you want. Laws of physics, or something like that.

Have you tried setting the quality slider at a lower number?
