Creating "Inconsistent" Numbered Lists

Hi, I'm trying to create a numbered list that doesn't necessarily follow the same patterns. It might go something like this:

1a

1b

2

3a

3b

4

Basically the number is either standalone or it will have a sub-letter. Indesign doesn't seem to let you go from a standalone number into the next number that also has a subletter. Using a two-level list isn't working because it just results in (using the above example) the 3a becoming 3, but not 3a.

It's not an option to convert it to 1, a, b; 2, a, b, etc. Aside from manually typing this out, I can't seem to figure out the right combinations of styles and numbering settings to get this to work.
