Discretionary hyphens transform to spaces in PDF while making PS and PDF, but while making export is not an issue.
And to answer this question...
there is any possible way to fix this issue?
You can edit a PDF in Acrobat, but that's pretty time-consuming for something that you can avoid entirely. And if the InDesign document is updated and you have to convert it again, you will have to edit the PDF again. And possibly again. It's really not a good workflow.

Exporting is the recommended method for creating a PDF. Postscript and distill is an archaic method for PDF creation and there is practically no reason to use it.

But as per client requirement we need to perform PS to PDF, there is any possible way to fix this issue?

But WHY does the client request that? Sometimes, it's fair to query a client, and, if necessary, gently educate them on the proper way to do something.

From Indesign we done PDF through Export pdf option, in this case also it showing space where dicretionary hypen used. I attached screen shot for your reference. If we copy the word "ve-nihic" or "quam" from this pdf and paste that text in notepad space will appear after hypen and after "q".

I agreed with you if we use the export option for creating PDF above said issue was fixed. But if we place Indesign file or PDF as link in Indesign file, and create export PDF that discretionary hypen turned into space between the word.
