help me to run my custom action on all selected layers. My custom action creates one extra black and white layer above selected layer. Loop is not working :( please help

I have a script which loop and run the action on all selected layers on opened psd file. The action which I run on layers doesnt create any aditional layer so overall layer count is always same but when i try to loop those action which creates extra layers above selected layers doesnt run properly. loop doesnt work properly and select wrong layer and run action on them. Can anyone please help me create a script which help my action run on all selected layers. My action creates one additional black and white layer above selected layer. I want to create one extra black and white layer above each selected layer...please help me..
