Anybody knows how to set cookies in a Muse site?

How do I know that there are cookies? And how can I set them, when needed? How can I control the cookies of my site?

You don't do any of that in Muse. Cookies are invoked by the server, scripts or specific HTTP requests to store info locally, hence you have to control these things e.g. on the backedn of your hosting service or by avoiding third-party widgets that use cookies.
