In the Graduated Filter Panel I cannot highlight (select) 'Edit' or 'Brush'. In the Adjustment Brush panel I cannot select 'Erase'. Why?

Probably because you haven't created or selected an existing graduated filter/brush.  Those commands are only available when you have a filter/brush area selected.
