I cannot get back into Lightroom

I have just downloaded the new Adobe Photoshop Upgrade and now I cannot get back into Lightroom,

I keep getting the message "The Lightroom catalog named "Light Catalog" cannot be opened because another application already has it opened.

I have closed down everything, tried turning off the computer and restarting it,@ but the same message keeps reappearing, what do I do.

In your operating system, go to the folder that contains your Lightroom catalog file. It contains a subfolder whose name ends with Previews.LRDATA. Delete the Previews.LRDATA subfolder. Do not delete anything else.

Don't you mean to look for a LOCK file?
