A PDF document won't let me highlight text using Acrobat Standard DC

How can I use Acrobat Standard DC to enable editing in a PDF I've been sent to work on?

The person who sent me the PDF to review has at last told me what she should have told me in the first place - the watermark that the publisher put in the document is stopping the selection and highlighting of text and that I'll have to work around it. At least I know now what the problem is.
