Transform controls inaccurate around text. Doesn't align properly.

When I show my transform controls on text it is always off on both sides. Like the attached.

When I try and align text to anything or anywhere it is off. It seems to align to the transform controls box. Even when transform controls are turned off.

My paragraph and character settings are all defaulted.

Anyone know what is happening?

What have you tried in order to fix it?

Try resetting the tool (or all tools)

Then try resetting Preferences.

I can't think of any setting that could cause this, and I think something is broken.
