I am trying to cancel my trial subscription on Adobe Stock and I cannot access the manage plan button. it shows You'll be able to manage this plan shortly."

You can self cancel https://helpx.adobe.com/stock/kb/cancel-membership-subscription-stock.html or you need to contact Adobe customer care. Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen. Pop-up blockers need to be disabled! If the chat window fails to open, or is non-responsive, use a different device to start the interaction.
