Importing DV video

I'm running Windows 10 on a Dell 8300 (64 bit). I've installed Premiere Elements 15. When I try to import video from a Canon GL2 camcorder, the program does not recognize it.I've tried both USB and IEEE 1394 (Firewire) with legacy driver. Organizer does not recognize the Camcorder. I've tried WIN-DV to import video but it breaks the video into very short clips (e.g. 30 seconds). What's the magic bullet? Do I need to go back to Elements 11?
