I have two video files of the same video however the frames are alternate. ie. One video has frames 1, 3, 5, 7 etc. And the second video has frames 2, 4, 6, 8. Is there a script or method to combine the 2 videos into one?

Simply import the sequences, set the footage interpretation accordingly to half of the actual framerate, drag onto the timeline and then stretch out the layer by 200%. Then apply a Strobe effect that allows every otehr frame to show through. The rest should happen pretty much automatically when you render everything.
