CC can`t use ARW

You probably need to update your Lightroom to version CC 2015.10, go to Download Photoshop Lightroom

it doesn't install. that message say 'manager doesn`t permit update''

and upper CC image also say 'it is latest version'

"manager doesn't permit update" is not a problem I can help with, something (probably your corporate IT department) is preventing this update from being applied, and you have to figure out who or what is preventing this.

Your Lightroom is not up to date, regardless of what your Creative Cloud application is telling you. The Creative Cloud application is just wrong in this case, as it has been wrong in many other cases.
