You may refer to the help document Edit images or objects in a PDF, Adobe Acrobat DC  there is a detailed description of how you can add image to a pdf file.

You can right-click and select Add Image from the context sensitive menu...

...or choose Edit PDF and choose Add Image from the Edit Image toolbar
