Muse 17 Footer won't move

I am making a page using Muse and the footer graphics won't move down to allow page text input. The footer section of the page will move but not the graphics that are selected as "footer".

You must check this little checkbox in the right hand corner: (Fusszeile or Footer)

Are you perhaps working on a master page? There the footer isn’t automatically pushed down, because this is the place, where you adjust the footer settings.
