After Effects Won't Start

Fairly new to after effects, had been using it for a few days. The project I was working on got an error related to time ratios (or something) and crashed. I cannot open After effects on this system. I opened the project on another computer and fixed the problem (mismatched frame rates) and can work with it on the other system. However, I haven't been able to do anything to get AE open on the original system. No splash screen or anything. It does start the process. AV and firewall are disabled. I have uninstalled/reinstalled, and backed up/deleted all the caches and preferences (that I'm aware of).

Any ideas?
