Adobe Pro vs reader

I have a user that is uploading a replacement document for people to use as an order form.  After replacing the document only users with Adobe Pro can access it, and anyone just using Reader cannot.  I am sure there is a setting to change but unsure of where that might be or what I am looking for.

Pop up box reads "This document enabled extended features in Adobe Reader.  The document has been changed since it was created nd use of extended feature is no longer available.  Please contact the author for the original version of this document."

This message indicates someone reopened the PDF using Acrobat and modified it. This is a big no no when trying to distribute Reader enabled forms. Once the magic code has been added to the PDF the creator should not use Acrobat to re-open the form. It would be best if you could get all users to upgrade to Adobe Reader DC and then Reader Extended Forms become unnecessary and the users will have more options available to them.
