I am trying to locate and install the Digimarc plug-in for Adobe Lightroom, v14.1, running in 64-bit Windows 10.

Adobe Help has been tedious and not at all helpful.  I wish it was possible to set filters for:

1.  Language(s) spoken

2.  Product

3.  Operating System

4.  32-bit vs 64-bit

In general, Adobe does not document third-party plugins. A quick Google indicates that Digimarc provides a plugin for Photoshop but not Lightroom: Digimarc .  That page gives a recipe for invoking the Photoshop plugin from a LR export.

Then why does lightroom have a grayed out selection for it on the Filters drop-down?

Which Lightroom Filter dropdown are you referring to.  There used to be one in Photoshop prior to CC2015 in the filter dropdown.
