I've ran through all the troubleshooting steps, and managed to clear up a few issues. Wacom driver was bad, and Intel driver was bad (had to manually install). Based on the minimum requirements I'd assume you don't need a crazy powerful machine to have Photoshop CC work efficiently, however there is a lot of unclear speculation. From what I've read a lot of people say previous CS versions had fewer issues, others say it's a hardware/software outside the program itself (however, on numerous threads I've seen high-end devices incur the same exact issues). I'm not sure if I installed something incorrectly again, have a bad build, or if it's a bug. I am sure that I only experience such issues in Photoshop (compared to Corel, Clip, Sai, etc.). I know there's software/coding team running hundreds of tests on certain builds, but I'm not sure if they're doing everything to ensure smooth performance across a multitude of device types.
More specifically, in Corel I can use a complex, low-spacing +300px brush with little to no lag (with +300ppi files). This is the same as the others. So I'm wondering if they use better optimization for faster writing. I must work with portability, and 0/3 devices results are the same. Open CL is also disabled. I'm also not sure if the machines Adobe runs tests on are the same as a lot of consumer platforms, as this is a very gray area.
I know plug-ins enhance certain image processing features, or can change UI configuration. I don't know if they could make it easier for some lower-end devices to allow Photoshop to take better advantage of GPU for painting/filtering/adjustments.

Many have trouble with lag using Photoshop Brushes and Pen Tablets. Often it is cause by Configuration settings. Even with all a set well users will set unrealistic Photoshop brush settings for what they are doing. If you working on a very large image zoom way out so you can see and work on the whole image. It you set a large brush tip size and spacing 1% even with the simplest tip there will be lag. A brush stroke will be modifying millions of pixels with 1% spacing these pixels need to be rendered the the result scaled to fit you zoomed out view. A Plug-in is not going to be able to speed this process up unless it replaces Photoshop brushes and engine with its own engine and brushes. If it uses Photoshop engine and brushes it would add to the paths length.
A plug in can help in other ways to smooth and help control the brush strokes help with lines and shapes and drawing. For example

I understand everything you just said about brush strokes. I also now acknowledge that plug-ins can't address this issue. I've tried multiple operating systems, even SSD as a scratch disk, and still no improvement. Unless I were to use the most high-end machines, Gb/s-writing SSD, and Accelerated GPU it's always going to lag. I don't know what so called people who don't experience these issues are using, but it would cost an average $5k-$7k to build a machine like that. That's a car or college, that's rent, or that's someone's student loans.
For all those who have potential to excel without compromise, I'd say it's very degenerative; when Adobe can simple make better code that will run with most PC's. I've seen apps that do this, I'm sure Photoshop can too, instead of throwing the ball around blaming manufactures for performance issues with Adobe's own software. It's going to work one way or the other, I'm sure there are countless enthusiasts experiencing the same thing. And I'm PRETTY sure no software is ever "perfect" or error-proof.
Every question I've searched, in these forums regarding this issue revolve around some other problem (except the one that really needs to be fixed). It's usually the case of some bug, or driver issue. If I knew, I'd probably try to fix it myself. Which begs a better question... What device have you used where you've visually seen Photoshop run with little-no lag (huge documents, huge pixel operations, occasionally huge brushes, etc.)?

Photoshop was developed as an Image editor not a painting program. A program developed as a painting and drawing may have a different way to display your work. Work on and display the small scaled down zoomed out image and render the larger real image in the background. You may then not notice the lag till you zoom in to see the images actual pixels then you may find the application is still rendering the actual images pixel in the background process the has not finished yet.
In Photoshop if you Zoom in to 100% actual pixels or greater than 100% You may see some lag on a 8k Display where you are working on over 30 million pixels. I would think though on 1K 1920x1080 display where your working on 2 million pixels you will not see any lag.
I not a painter so I have no painting program so I do not know how they work. Do painting applications support canvas sizes like 30,000px by 30,000px 900 million pixels per layer that need blending while painting and display no brush strok lag .

Also the way you described how Photoshop renders brush strokes is like how 3d applications render images, videos, and games. They use Open GL/CL and GPU the same if not even more extensively, but a simple 200mb stroke takes 5-10s to process (including dynamics from pressure, tilt, etc.). So if other software can be optimized why can't Photoshop? It doesn't sound impossible.

If you want to try a test to see whether the brush lag you are experiencing is normal or is out of the ordinary try this test. Note this will give an extreme lag but it will give you a comparison.
1. Make a square document 30,000 pixels x 30,000 pixels (8bit RGB) and filled with white
2. In the info panel go to the square at the top right and in Panel options check "Timing"
3. Select the round brush and set it to 5000 px size and 100% hardness. Also set spacing to 1% and color to black
4. Zoom out so you can see the whole image
4. Click on one corner and shift click on the opposite diagonal.
The brush will ..slowly, draw from corner to corner
Once finished the time it took will be shown in the info panel.
On my i7 -3930K with 64 GB ram and AMD7970 card that takes 26 seconds.
Hopefully that will give you something to compare with.

I tried your test. Those dimensions are moderately big. It took a few minutes (162.3s) to render that, with low-end specs. It would require something beyond today to be near flawless. Only a processor like yours (or better), overclocked 8x (~25.6GHz) with liquid nitrogen cooling system, insane GPU, and a 1-3Tb/s SSD might come close. But that's not base-line in consumer products, not even for most CC users; that's experimental and probably won't be commonly seen in computing hardware until a few decades.
I'd also never work image dimensions like that. Even in small files, the problem is the same.
Hey JJ,
I know Corel Painter can support that, but not without issues. However, in regard to brush lag my workflow is still faster in Corel. I understand the complexity: either I change the way I use Photoshop, get a better machine, or just give up. One alternative is slightly better than the other, but all 3 induce stress regardless.
I'm going to attempt to overclock my processor and install CC directly on SSD. It probably won't change anything, however. This is simply an unresolvable issue for the time being.
