Interactivity not working

I have a school project I am doing which requires interactive pdf pages

So far I have done the following but nothing has been working

Hyperlinks
Bookmarks
Buttons

I have tried setting destinations to files or urls of the files to be opened

I have been exporting as an interactive pdf but whenever I click the links the page will flash but remain on the same page

I have been doing trial and error with different methods including acrobat for 5+ hours and currently had little to no success at all

if anyone could help it would greatly appreciated and it would put my mind at ease

I am using IndesignCC 2017

whenever the pdfs open they open via IE

as far as acrobat goes I was using Acrobat DC from creative cloud subscription

First, double- then triple-check that you chose Interactive (you probably did, but check.)

Second, solving one issue at a time, look at your Hyperlinks panel. Do you see green or red dots? Make the panel wider and post a screen shot.

Bookmarks

Your Bookmarks panel will be filled out automatically when you generate a Table of Contents. If you are not going to use it, throw it on the pasteboard and don't format it. You can also create Bookmarks manually.

If you create a Print PDF, you need to check that you want to include Bookmarks and Hyperlinks. It not automatic. But you said you are doing Interactive.

Show a screen shot of your Bookmarks panel.

Buttons

Paste a screenshot of your button and the Button panel. Make sure you are choosing an Action from Section 1 or Section 3. The middle section has a pale gray heading indicating SWF/EPUB only, and you are making a PDF.

Buttons also work in a Print PDF as well as Interactive.

Text Anchor of [None]? Here's the fix:

  • Go to the other document and create the Text Anchor.
  • Click an insertion point in the other document
  • Click the Hyperlinks panel menu > New Hyperlink Destination
  • Type: Text Anchor > Name (whatever you called it)
  • Back in the first document, select your text and create a new Hyperlink to your named text anchor.

Note: if you have one, but have not used it, just select it where is says [None].
