I need to create an eLearning module with interactive video. So the video plays and then a certain points it stops and asks a question (overlay on top) that the user answers and then is presented with the correct answer... Then the video continues. This video will be watched on all devices so it can not be a SWF file...
What is the best CC application to do this is Animate or After Effects. I thought Animate but it does not allow for video to be viewed in the time line and therefore impossible to animate over at certain point in the playback.
Can anyone suggest to best way and the best CC tools to achieve this result?

You could use After Effects to make the video assets themselves and then use Animate to create the HTML5 framework that provides interactivity. Each section could be its own video that the HTML5 calls on. That way, you get the power of AE for your videos, but you get the interactivity too.

Okay that make sense, but how do you add overlays at a certain point in the video in Animate CC when you can not see the video on the time-line?

I'm pretty sure you can see video while you're working on stuff in Animate (but that's more of a question for the Animate forum).
It really depends on what you're trying to do. Ideally, the video would stop when it is time for interaction. That is, you would have a video play, it would stop and the interactivity would start, then it would play the next video file once the interaction was over.

I'm thinking Captivate would be a better choice for creating an e-Learning project. Unfortunately, Captivate is not included in any of the Creative Cloud plans, it's a separate purchase.

I would make it in powerpoint for a local machine or Muse | Dreamweaver if its going on the net
