Adding JPEG to PDF file

I have the capability to create a form from a file in acrobat. From my Mac computer, I have testedit and it allows me to select all file types (i.e. tif, jpeg, etc).

When I send it to someone within my organization on a PC that does not have the full version of acrobat, they are only able to add into the form a PDF file. Is there a way to have them be able to add in the image box a JPEG file???

If not, is there another solution to this issue?

acrobat (not reader) is needed to edit a pdf.
