pages out of line and not able to convert to spreads

Somehow my pages have ended up like this and if I try to show as spreads they remain as single pages. I have tried going the IDML route and also trashed my preferences. Anybody know what it could be causing this?

Hi,

Can you goto Document Setup from the File menu and enable (​turn on​) the below shown option.

Yes as I said I have tried to set facing pages but they remain as single pages. When I select facing pages I get this message. It does not matter whether I answer "yes" or "No" it still remains as single pages.

No worries. I solved it myself by selecting all pages in the pages panel then selecting "Allow selected spreads to shuffle".
