photoshop artboard isn't responsive

Dealing with a particularly nasty bug where the artboard doesn't respond to commands until I click on an icon in the toolbox or press F to cycle the view. Even still certain "motion" related items such as the marching ants for the marque does not animate. This problem only happens in Photoshop; all other Adobe CC products work as expected.
