Then check your settings. Fractal Noise uses GPU acceleration in the most recent version of AE and if something is not right it simply won't render.

When you are having problems with a layer select the layer, press the u key twice to reveal all modified properties, put the CTI (current time indicator) in the middle of the layer, then start checking things. If you can't see or fix the problem right away, solo the layer. If that doesn't help then check the switches to make sure the layer is turned on, not a guide layer or an adjustment layer, and make sure the blend mode is properly set. If that doesn't help double check the composition panel settings and make sure that draft or wireframe isn't turned on and that you are looking at the active camera. If none of that helps try checking your preferences for things like GPU acceleration. If that fails to solve the problem create a full resolution full sized screenshot of the app with the composition or the problem footage selected in the Project Panel so we can see the format and or settings and the layer's modified properties revealed and maybe we can help.

Settings are set to Mercury GPU Acceleration, but I'm still having the same problem. If I open CS 5.5, and set everything up the same exact way, there are no problems, renders out fine...?

I've done that tutorial. The difference between mine and yours seems to be that you have a different fractal type and no invert.
