Please dont make us download a file to find out your problem. What problem do you face? What version of Photoshop?

That's because it's not a gif file but a jpeg file.

If change the file extension to jpeg, use Open As>Jpeg (windows) or File>Open, select the file, change the format to Jpeg and click Open (mac).

You can also right click on the document itself on the link you posted and select Save As and should offer to save it as a jpeg.

Gif open with GraphicConverter 10 as you see it's really a Jpeg file.

I have photoshop 2017 on windows 7.

On windows in photoshop use File>Open As, click on the file to select it, then change the

File Format drop-down to JPEG and click Open.
