Colour highlights on b & w

Ive got a colour photo  ( a snow covered town at night with lights on in homes etc). I want to make it black and white BUT keep the bright lights coloured and have the snow look bright.  How do i do this on the lightroom  android app? Or should i use photoshop express app?  Ive posted in both threads to cover all bases

Use the brush tool in the Develop module with saturation slider moved all the way to the left to paint over the entire image.  Then switch to the eraser to remove the effect from the areas you want to be in color.
