Windows 10 hotkey conflict with AE shortcut

I'm using WI 10 and the AE shortcut for nudging layers in the timeline (alt + page up/down) seems to be overridden by a windows screen dimming hotkey combination.

Anyone know if it's possible to fix this, to ignore the WI 10 behavior somehow? Google didn't turn up much besides a plugin, and I'm not able to install that currently on my work machine.

tempted to delete, but just in case someone else has this issue:

this isn't a WI hotkey, it's a plugin/app called f.lux that was installed on my machine (I'm new to this workstation). That app has the dimming function in question, and turning off the app solved it.
