New to Lightroom, I get cartoonish image when I use Develop for a photo

I just installed Lightroom CC. When I import a photo then switch to Develop, the image is displayed as a cartoonish image, like it has a filter on it. I have no idea what to do.

Go into the LR preferences and turn off the option to use the GPU. You find that on the Performance tab.
