Im trying to figure out where I am failing on my requirements to use photoshop.

What version of OSX? I have the same model MBP and no problems running CC 2017.

Photoshop system requirements

OSX 10.10 is the minimum.

Every time I go to update OS it says it's installed. haha I'm not sure techy so I'm a little lost.

OS X 10.9.5 is probably looking for an update to OS X 10.9.x. You're on the latest update for 10.9.x so there's no update.

However, you can upgrade to newer versions of OS X. Photoshop requires 10.10+.

Upgrade to 10.12.5 which is free, or use CC 2015.5 which will run on 10.9

Ah. Look in Applications for an app called Install Sierra or something like that. Bear in mind that you may need to buy all new applications, it's a very big change. Make sure your backups are good, and up to date.
