How can I change the opacity of an entire layer in InDesign CS 6? I won't be upgrading.

I have a book finished, but I need to reduce the opacity of the Blurb.com gray layer so I can see how page elements fit into that layer.

Transparency is not a layer effect, it is an object property. Select all objects of that layer and reduce the opacity.
