Blue spinning wheel every time I cursor over the menu and tools in InDesign

When I updated to InDesign CC 2017 every time I start up the windows blue processing wheel spins endlessly when I hover over the menus. I can make minor edits to the file But as soon as I use the main menu I get the flickering spinning wheel. I think it is linked to the creative cloud libraries.

Has as anyone else had this issue

  • OS
  • System configuration
  • Reproducible Steps – What were you doing when InDesign crashed?
  • Error snapshot or video recording of the issue?
  • Is the issue related to a specific document? If Yes, Can you please provide the document?
  • Is the file located on network location? If Yes, Is the issue reproducible if you open the document locally?

Yes I did reset. I still get the spinning wheel. I have had to reinstall the 2015 version for the time being while I continue to troubleshoot.
